EXCISE POLICY, CONTROL OF PRODUCTION AND CIRCULATION OF ALCOHOLIC BEVERAGES, ALCOHOL AND ALCOHOLIC BEVERAGES MARKET, ILLEGAL TRAFFIC OF ALCOHOL AND ALCOHOLIC BEVERAGES The object of the study is the economic relations that arise in the process of controlling the circulation and taxation of alcohol and alcoholic beverages. The purpose of the work is the development of scientifically based proposals regarding the prospects for the development of the control system for the production and circulation of alcohol and alcoholic beverages and recommendations for the adaptation of domestic legislation to the requirements of common EU legislation (according to the Association Agreement). Research methods: generalization, scientific abstraction, historical-logical, economic analysis and statistics, trend and structural analysis, extrapolation, spatial, graphic and tabular method of visualization. Formal rules, informal restrictions and mechanisms of forced implementation of excise taxation of alcohol and alcoholic beverages are defined. Systematized provisions on implementation of fiscal and technical regulation of production and circulation of alcohol, which is taxed at a zero rate in EU member states. The foreign and national experience of organizational support for the activities of bodies that exercise state supervision (control) over the production and circulation of excise goods has been analyzed and summarized, and proposals have been developed to expand the functionality of domestic divisions of control over the circulation of alcohol and alcoholic beverages. The world practice regarding the mechanism of state control over the circulation of Internet trade and courier/postal delivery of alcoholic beverages is considered.
