The main directions of formation of the economy of intellectual and innovative capital on the basic of the school of neoclassical synthesis principles are determined: continuous quality education throughout life, ensuring stable progress of national science, developing a concept and strategy for the transition of the national economy to an intellectual and innovative model of development based on its own resource base, improving the legislative and regulatory framework for the formation of the national innovation system and expanded reproduction of human capital, limiting the use of human capital. To quantify the conditions of innovative development recommended to use the innovation facilitation index, which should be considered in dynamics. For its calculation, the processes of financial and investment, personnel, information, socio-economic, administrative, organizational, regulatory, law enforcement, and patent activity are subject to diagnostics. The calculated integral index of innovation promotion made it possible to quantify the directions of structural transformation of the economy and activation of the potential for intensive economic growth based on stimulating the development of innovation and research activities, building innovation infrastructure, commercialization of research results, and transformation of the education system in the context of lifelong self-realization.
