Researching the peculiarities of management based on the principles of proactive response and early warning principles allows to increase the potential of smoothing cyclical manifestations of economic development, buffering stability at the macro and microeconomic levels. Identifying the specifics of the reaction of the open and small economy of Ukraine to the cyclicality of economic and, in particular, financial processes, exogenous shock influence, allows to more accurately adjust and optimize the use of financial and credit instruments to modern challenges. The study of the peculiarities of their operation in the conditions of the specific characteristics of the balance channel of the non-financial sector - financial restrictions and information asymmetry for medium and small business entities in Ukraine, will allow to determine the most effective financial and credit tools both in terms of anti-crisis and counter-cyclical action. Determining the influence of the concentration of ownership on the development of the capital market, as well as the tools for its optimization at the micro level in terms of cost management, allows shifting the focus to the quality of corporate governance and market mechanisms of management control, which contributes to increasing the efficiency of the functioning of the corporate sector of the economy, increasing the liquidity of the financial market.
