Research purpose: Justification of the theoretical and methodological principles and determination of practical measures for the implementation of the "Civil participation 2.0" concept for the reconstruction of Kharkiv city in the war and post-war periods. Research results and their novelty: first: (1) the risks of implementing the concept of "Participation 2.0" as a mechanism of interaction between the authorities and the community were identified, using the Kharkiv city example; (2) the theoretical foundations of the model of public participation "Public Eye" as a variety of practical models of implementation of the concept "Participation 2.0" based on Web 2.0 technologies are substantiated; improved: (1) theoretical and practical aspects of the implementation of the concept of "Public Participation 2.0" as a mechanism of interaction between the authorities and the community; (2) mechanisms of interaction between public authorities and the community using Web 2.0 technologies; received further development: (1) summarizing the foreign experience of using Web 2.0 technologies in the activities of local authorities, outlining the possibilities and prospects of introducing this experience for Ukraine; (2) analysis of the normative and legal framework regarding the interaction between the authorities and the community in Ukraine; (3) determination of the state and problems of the provision of public services in the city of Kharkiv during the war period.
