The purpose of the research work ave provide scientific substantiation of a set of measures to formulate realistic and acceptable proposals (decisions) on the ways of development of the Unified State System of Civil Protection (hereinafter - the USSCP), the structure and composition of the USSCP components and their capabilities, taking into account the state of the security environment and established resource constraints. The study uses a combination of general scientific and special methods: analysis, synthesis, generalisation, abstract and logical method (to determine the content and correlation of the main sections), systematic approach (to determine the content and requirements for information provided by the central executive authorities of Ukraine, where functional subsystems of the SESCU are established), structural and functional approach (to determine the structure, content and requirements for information provided by the structural units of the SES of Ukraine). The information and empirical basis of the study is the regulatory documents of the executive authorities of Ukraine, statistical data, materials published in periodicals and the Internet.
