Тo develop directions for improving the fiscal toolkit for regulating agricultural land use, taking into account the principles of low-carbon development and climate change in the conditions of the southern steppe of Ukraine. Research methods - monographic - to identify promising aspects of improving agricultural land use management processes based on the involvement of fiscal levers; statistical analysis - to assess the current state of land use and ecological and economic features of ensuring its low-carbon development; graphic - for visualization of results; correlation-regression analysis - to establish the degree of dependence of agro-resource nature on the effectiveness of the use of financial and economic tools for the introduction of low-carbon land use. The national and international legal framework for regulating the processes of agricultural land use, materials of the State Statistics Service of Ukraine were used. The tasks were completed according to the approved calendar plan. The novelty of the results is substantiated by the proposed approach to the formation of organizational and economic conditions of management in the commodity crop production sector under which excessive depletion of agricultural resource potential becomes economically unprofitable. The use as an economic lever for the formation of the specified conditions is substantiated - the improvement of the tax instrument for the use of agricultural land. The approach of targeted agro-ecological zoning (on the example of Odesa region) is proposed to assess the introduction of low-carbon land use, which, in combination with tax regulation, can be taken as a basis for developing financial and economic optimization of management.
