The object of the research is the migration processes of Ukrainian youth and the loss of human potential of Ukraine in the conditions of war and post-war depression. The purpose of the work is to develop a toolkit of economic-mathematical modeling and forecasting of migration losses of Ukrainian youth to justify the mechanisms and means of the policy of regulating migration processes in the context of preserving the human potential of Ukraine. Research methods are causal and factorial, semantic analysis, multivariate regression analysis, enveloping data method, nonlinear programming methods, fuzzy logic, integral and index evaluation, temporal-spatial approach, fractal modeling. Results and their novelty: for the first time: – scientific and methodological approaches to the assessment of: socio-economic consequences of youth migration have been developed; the level of critical limits of destabilization of the socio-demographic sphere; causal links of migration and socio-economic instability; economic prerequisites for the spread of socio-economic instability; acquired further development: – a scientific concept of the mutual influence of increasing acute social problems, youth migration and loss of human potential; methodical approach to identification of risks and threats of intensification of migration of Ukrainian youth; – methodological and applied provisions of mutual influences in chains of events: "critical socio-economic instability ↔ migration ↔ resilience of the socio-economic system, its ability to recover in the languages of post-war reconstruction"; - a methodological toolkit for analyzing migration aspirations of young people and the consequences of migration processes through the use of a three-level survey of Ukrainian youth.
