The purpose of the study is to deepen the existing and develop new theoretical and methodological foundations of financial policy and substantiate recommendations for increasing the effectiveness of the mechanism of its implementation in Ukraine, taking into account general civilizational trends and national characteristics. Work methods - abstract-logical and analytical methods, graphic methods, comparative and structural analysis, economic-mathematical methods, methods of system analysis, etc. The scientific novelty of the conducted research is provided by both the formulation of the problem and the method of its solution. The methodology and categorical-conceptual toolkit chosen by the authors correspond to the level of modern economic research and the tasks set in the work. The obtained results are reliable enough for various levels of formation and implementation of financial policy. As a result of the conducted research, a new concept of conducting financial policy at different levels of the economic system is formed, taking into account the transformation of its institutional and functional components, harmonization of the interests of economic agents, increasing the effectiveness of the development of households and businesses, the interdependence of the applied incentives and the socio-economic development of society. The practical significance of the obtained results is that the formulated set of theoretical and methodological provisions, conclusions, methodological and practical recommendations creates a scientific basis for improving the mechanism of formation and implementation of financial policy in Ukraine.
