Based on the analysis of basic models for forecasting electricity generation by solar power plants, the feasibility of using neural network models is substantiated. A structure of a neural network was built for short-term forecasting of the amount of generation by a solar power plant. Algorithms for using a neural network to calculate the generation forecast have been created. A comprehensive methodology for forecasting the amount of electricity generation by solar power plants with a forecasting horizon of a month, season, and year has been developed using statistical data on the functioning of solar power plants over the past few years. It is substantiated that the creation of local aggregated groups based on the provisions of the theory of collaborative alliances can contribute to the solution of two interrelated tasks: first, to ensure the effective introduction of renewable electricity sources into the unified energy system of the country, thanks to ensuring the balance of local energy systems (as a result, minimizing the negative consequences of the green-coal paradox); secondly, the development of tools for forecasting the generation of electricity from renewable sources and managing the demand for electricity within the aggregated group. In order to increase the stability of the energy system of Ukraine and reduce the risks of imbalances, the structure of a virtual power plant using solar and carbon generation is proposed.
