Object of research: Financial determinants of economic growth of regions and territorial communities. A scientific and methodological approach to evaluation has been developed the influence of financial determinants on the economic growth of regions; the optimal threshold values for the selected indicators of the stability of local budgets, the range of deviations, which made it possible to identify the degree of resistance of communities to external shocks and their ability to adapt to new conditions or restore a state of equilibrium in conditions of instability, were determined; guidelines for strengthening the financial stability of territorial communities are proposed in part; the guidelines for the recovery of progress and directions for stimulating economic activity in the regions are substantiated, which take into account security and financial risks, the peculiarities of the behavior of the population and economic entities in conditions of uncertainty and contain a set of measures, the implementation of which will contribute to: a) modernization of the structure of the economy, stimulation of innovative development of regional economies ; b) development of the multi-level governance system; c) coordination and strengthening of effective interaction of regional development management systems "Ukraine-EU"; d) formation of a new state regional policy for the development of functional types of territories; e) activation of tools for integrated development of territories, including taking into account the concentration of relocated enterprises and internally displaced persons.
