Its main task is based on ensuring the development and implementation of policies that meet the needs and expectations of citizens and society in general. In this context, public administration comes from a deep understanding of the basic principles of the state and law, economy, and social policy. Using modern management tools and technologies, it is possible to determine strategic and tactical priorities and development goals of state and public institutions, as well as effectively solve the problems facing them. Public administration is constantly developing and adapting to environmental conditions, the current situation, focusing the attention of the scientific community on key development trends, in particular, digitalization and automation, interaction and participation of citizens, public-private partnership and reducing the influence of the state apparatus on the ground, etc. Based on the stated provisions, the urgent goal of the research was to determine the meaningful components of scientific support for solving practical problems of public administration, substantiating proposals regarding problematic issues and directions for reforming the system of public administration in Ukraine, developing a theoretical toolkit for reforming public administration in Ukraine on a European basis, which was achieved thanks to systematic processing of the research topic "Theoretical and practical aspects of the development of public administration" by a team of authors (the head, employees and students of the second and third levels of higher education of the department of public administration and law of the Communal Institution of Higher Education «Dnipro Academy of Continuing Education» of Dnipropetrovsk Regional Council).
