The object of the study is the processes of forced migration of the population of Ukraine. The subject of the research is the theoretical and methodological principles and applied mechanisms of managing the external forced migration of the population and the development of the human potential of Ukraine. The purpose of the scientific work is to substantiate the scientific and methodological foundations of the study of external forced migration of the population in the conditions of the deterioration of the security situation in Ukraine, to assess the consequences of population migration for the development of human potential and to formulate proposals for the preservation and effective use of human potential in the period of post-war reconstruction of Ukraine. The conceptual and terminological apparatus was deepened and the approaches to defining the essence of forced migration were generalized. Specific signs and patterns of forced migration are determined. The theoretical and legal foundations of the policy of temporary protection of forced migrants in the EU countries are revealed. Monitoring of volumes and structural and qualitative parameters of forced migration of the population of Ukraine abroad was carried out, which made it possible to form a socio-demographic portrait of a forced migrant from Ukraine. Socio-demographic characteristics of forced migrants from Ukraine in Germany and Poland are summarized. Specific features in sex-age and ecistico-territorial distribution were revealed.
