The purpose of the work is to analyze the properties of ionospheric disturbances and their influence on the propagation of ELF and HF radio waves due to high and middle latitudes. At this stage of the implementation of the Joint Research Program between the National Academy of Sciences of Ukraine and the EISCAT association, the main attention is focused on three main directions: 1) continue monitoring of registrations of electromagnetic ЕLF fields and HF signals in the Arctic, Antarctica and Europe; 2) analysis of variations in the characteristics of the ionosphere for high and middle latitude regions; 3) searching for connections connection between regular variations and powerful random disturbances in the ionosphere with the characteristics of HF radio signals and ELF fields. A long-term database of HF signal spectra in the Arctic and Antarctica has been developed. Continuous monitoring of HF signals in Poland has been ensured at the observatory of the Space Research Centre of the Polish Academy of Sciences at Borovets village. The responses of radio signal propagation characteristics to daily and seasonal ionospheric variations and magnetic storms are restored. The long-term dynamics of the "Weddell Sea" ionospheric anomaly were studied. The impact of sporadic Es layers on the spectral characteristics of HF signals for short radio lines is analyzed. The impact of the catastrophic eruption of the Tonga volcano on extreme local thunderstorm activity and the global level of atmospheric aerosols was investigated. A significant relationship between the temperature regime of the atmosphere and thunderstorm activity in the southeastern region of Asia has been established.
