The subject of research: a set of theoretical, methodical and practical provisions regarding the restoration and reconstruction of the damaged infrastructure of territorial communities. The purpose of research: substantiation of theoretical provisions and development of practical recommendations regarding the formation of a management system for the reconstruction of territorial communities of Ukraine in order to ensure their sustainable development on the basis of proper governance. In the process of carrying out the NTR, the following tasks were completed: the possibilities of using forms of inter-municipal and international cooperation by territorial communities were identified, which make it possible to accelerate the process of their reconstruction, ensure the sustainability of their development, as well as the efficiency of using their potential; reasonable feasibility of creating a regional educational hub, the purpose of which is to: meet the educational and professional needs of the population affected by the military aggression of the Russian Federation; provision of consulting services to local self-government bodies regarding the formation and implementation of a typical management structure of recovery territories, as a basis for the formation of management systems to guarantee the social and economic security of communities. Research methods: office professional research; involvement of interested parties; hackathons; seminars; conferences; contests; sociological surveys; extrapolations; economic analysis; rating, through the use of methods of organizational design, system-structural analysis and synthesis; expert assessment.
