The purpose of the work is to develop and improve architectural and planning and construction measures in buildings and territories to ensure a decent standard of living, safety of human life in the conditions of new construction and reconstruction.The results of the NDR: methods and means of forecasting, criteria and recommendations for noise compensation to an acceptable standard in the practice of design, construction and operation of residential and public buildings, in the territory of residential development; method of acoustic calculation of sound insulation of "shelters"; an assessment of the noise regime in the "shelter" was carried out; qualitative assessment tables of each indicator (factor) for the methodology of assessing the quality and safety of life activities of territories and urban planning objects, as the main factor for achieving the status of "Smart City"; determination of the volumes of each of the identified factors on the example of specific cities of the world; volume-planning solutions for the entrance groups of residential buildings and a list of the composition of the premises filling the lobby area of the residential complex were developed; proposed solutions for the development of projects of energy-efficient residential buildings on the water in Ukraine.Predictive assumptions regarding the development of the research object - for greater efficiency of work in the future, the direction should be slightly adjusted.
