The conceptual foundations of the state management of the balanced development of industrial potential have been formed, the main idea of which is the implementation of the principles of sustainable industrial development at the expense of achieving the appropriate levels of development of the reproductive and realized potentials of its components. The creation of a favorable macro-environment is defined as the main guideline of state management of the development of industrial potential. It is suggested to use the following indicators to identify the dependence between indicators of the macro environment and effective indicators of the development of industrial potential: development of scientific potential, development of educational potential, development of consumer potential, macroeconomic stability, development of the business environment, investment activity, development of the labor market, development of infrastructure, demographic situation, ecological stability, level of law and order, innovative activity. Econometric models of macroenvironment formation for balanced development of industrial potential have been developed. Factors of significant influence on the level of development of reproductive and the level of development of realized industrial potential have been identified. The result of the implementation of the proposed concept should be the achievement of a high level of industrial potential development both at the input (stage of formation) and at the output (stage of use), since the presence of imbalances indicates the emergence of problems, not rational use of the existing potential can provoke the emergence of structural crises.
