The purpose of the work is to determine the theoretical and methodological foundations of lawmaking in Ukraine, aimed at streamlining social relations, their proper legal regulation, ensuring law and order, creating models of behavior that would ensure the integrity of society, the realization of the rights and freedoms of citizens and their associations, the protection of rights and freedoms. Research methods – general scientific and special methods of scientific knowledge, in particular, dialectical, system-structural, comparative legal, formal legal and prognostic methods, as well as methods of analysis and synthesis, abstraction and generalization. As a result of the conducted research, a theoretical generalization and a new solution to the scientific problem was carried out, which consists in a comprehensive study of the theoretical and methodological foundations of lawmaking in Ukraine. The existing needs of legal regulation of social relations in the context of modern realities are identified as prerequisites for lawmaking activity, the methodological basis for optimizing the stages of the lawmaking process, the problematic aspects of rulemaking as a tool for ensuring the systematicity of legislation and the regulatory capacity of normative legal acts, the role of legal monitoring in ensuring the quality and effectiveness of normative-legal acts, characterized features of legal examination of draft regulatory legal acts. Conclusions and proposals for improving the lawmaking process in Ukraine have been drawn up.
