The relevance of the topic is due to the practical necessity in the design and implementation of IT for the educational environment of HEI, which will allow effective management of information flows to increase the efficiency of its functioning. The object of the research is the information technologies of the educational environment, which are used to support the educational process of HEI. The subject of the research is models, methods and IT for designing the educational environment of HEI. The purpose of the work is to improve the educational environment of HEI through the development and introduction of IT adaptive mobile learning environment and support of the introductory campaign of HEI, to increase the efficiency and quality of the educational process. Research methods are theoretical and empirical, structural analysis, modeling (graphical and mathematical), analysis of hierarchies and decomposition. A review and analysis of domestic and foreign sources and publications was conducted to determine key concepts and directions in this field; an analysis of existing concepts, methods and models that became the basis for the development of IT for the improvement of the educational environment was conducted.
