The theoretical and methodological basis of the work is formed by the scientific works of domestic and foreign scientists in the fields of economic and mathematical modeling, forecasting, economic dynamics, as well as the dialectical method of knowledge, a systematic approach to the study of economic phenomena and processes and the fundamental principles of economic theory. The information base of this research is the theoretical and methodological developments of scientists, official statistical materials, expert data, as well as the results of the authors' research. The complex of economic and mathematical models, methods and algorithms for forecasting the functioning and development of socio and economic systems which are developed in this study are universal. The proposed concept of modeling to solve the problems of forecasting the functioning and development of socio and economic systems in a competitive environment allows to increase the efficiency of management by applying a systematic approach to the formation and analysis of strategic alternatives of socio-economic systems.
