A critical analysis of modern measuring complexes based on UAVs, which are used to solve environmental and/or radiation safety problems, was performed. A structural diagram of an intelligent modular system based on a UAV was developed for prompt response to an emergency with chemical and/or radiation damage. A method of remote monitoring of spatially distributed nuclear radiation materials and sources of ionizing radiation has been developed. A method of localization of radiation contamination of the territory based on remote measurement data has been developed. Mathematical and software tools for chemical and radiation risk modeling and analysis, as well as mathematical tools for optimizing the UAV flight path in an emergency situation with chemical and/or radiation damage factors, have been developed.
