The subject of research: methods, means and approaches to ensure effective organization and management of fleet operations and cargo and passenger transportation. The purpose of the study is to develop new and improve existing methods of organizing the work and operation of the commercial and passenger fleet to ensure efficiency; development of measures to improve existing and research perspective technologies for cargo transportation by sea vessels. Research methods: the main provisions of the general theory of systems and system analysis, the theory of transport processes and transport systems, methodical approaches to the organization, management and effective operation of the fleet. As a result of the conducted research, the following results were obtained: - the current state and prospects for the development of regional freight transportation are analyzed; - the sea transport vehicles used for transportation of bulk cargoes are identified and systematized ; - the procedure for determining the amount of bulk cargo that a ship can accept for transportation is given; - organizational and management solutions for improving the organization of the fleet and ensuring the efficiency of cargo transportation are proposed, in particular - in the offshore fleet and intermodal transportation; - the main safety problems of vessels during cargo transportation are systematized; - the legal basis for the organization of passenger transportation is determined.
