The purpose of the work is to create an information system for monitoring changes in the land cover of territories with a set of relevant mathematical models. In the course of the work, a system for monitoring changes in land cover of the studied territories was created based on open satellite data, which was integrated into the hardware and software complex of the Information and Analytical Situation Center of the Igor Sikorski Kyiv Polytechnic Institute to provide scenario modeling of the ecological and economic conditions of these territories. The main task of the developed toolkit is to increase the validity of management decisions regarding the prevention and overcoming of crisis phenomena and threats to the ecology, economy and national security of the state, which is achieved through the use of satellite data and a set of tools and methods of intellectual data analysis, artificial intelligence systems in the process of preparing management decisions, machine learning, scenario modeling. Cases of using the monitoring system and tools for solving applied problems are considered, namely: assessment of the condition of agricultural fields, development of scenario models of water cover changes, etc. The study is based on previous research of the author's team, which works on the problems of modeling, predicting and forecasting the behavior of complex socio-economic and security systems.
