The object of the study is the processes of reducing the social vulnerability of the population of the Carpathian region. The subject of the research is theoretical, methodological and applied principles of assessment and applied mechanisms of proactive policy of reducing the social vulnerability of the population of the Carpathian region. The purpose of the study is to analyze the state and justify the mechanisms of reducing the social vulnerability of the population (on the example of the Carpathian region of Ukraine). The theoretical-applied and methodical aspects of the study of the social vulnerability of the population of the region are summarized. Based on the analysis of statistical data, expert assessments and own research, the main challenges of social development have been characterized and trends and threats of increased social vulnerability of the population of the Carpathian region of Ukraine in conditions of full-scale war have been identified. The state and features of social vulnerability of the population of the Carpathian region of Ukraine were studied. A complementary analysis of social vulnerability in conditions of socio-economic instability was carried out. Analysis of the state and trends of the spread of poverty, quality of life as a complex determinant of the social vulnerability of the population was carried out. The ecological and infrastructural components of the social vulnerability of the population of the Carpathian region of Ukraine are characterized. The priorities, mechanisms and tools of the proactive policy of reducing the social vulnerability of the population of the Carpathian region of Ukraine are substantiated. The conceptual provisions of the proactive policy of prevention of social vulnerability of the population in the region have been developed.
