The author identifies the constituent elements of populism in general (people-centrism, anti-elitism, unlimited popular sovereignty) and the characteristics inherent in right-wing populism (nativism and authoritarianism). The prerequisites for the development of modern populism in Europe and the peculiarities of the development of Euroscepticism as one of the leading trends in the public mood of the electorate in Europe are studied. The features of existing approaches to understanding the essence of populism as a socio-political phenomenon are analysed: populism as an ideology, populism as a style of social behaviour, populism as a strategy for mobilising the general population, populism as a political logic. The author identifies and characterises the constituent elements of right-wing populism, such as people-centrism, anti-elitism, unlimited popular sovereignty, nativism, and authoritarianism. The author outlines the problem of protecting the fundamental rights and freedoms of national communities under international law. It is emphasised that one of the first international normative documents to mention minority rights was the International Covenant on Civil and Political Rights, but it did not refer to national minorities, but only to linguistic, religious and ethnic minorities. The author points out the important role of the Universal Periodic Review as a mechanism for summarising information on the observance of minority rights in all UN member states.
