The object of research is intelligent video surveillance systems. The subject of research is methods and means of evaluating the effectiveness of intelligent video surveillance systems. The purpose of the research is to develop criteria and methods for evaluating the effectiveness of intelligent video surveillance systems in the operational and service activities of bodies and units of the State Border Service of Ukraine. Research methods: analysis, generalization, synthesis and modeling, experiment. The work solves the actual scientific and applied task of scientific substantiation of the feasibility of using intelligent video surveillance systems in operational and service activities of bodies and units of the State Border Service of Ukraine and improvement of information processing methods in intelligent video surveillance systems and indicators of their effectiveness. In the GDR, an improved indicator for choosing the optimal background selection algorithm in video sequences from stationary (stationary) cameras of video surveillance systems is proposed; the method of detecting dynamic objects on video sequences, which is based on the ViBe algorithm, and the indicator of the effectiveness of object detection when evaluating the effectiveness of video surveillance systems. The practical significance of the results obtained in the dissertation study is that software and algorithm support was developed for detecting dynamic objects in video sequences using the improved ViBe algorithm. A structural and functional model of the intelligent video surveillance system of the State Border Service of Ukraine has been developed.
