Makarenko popup.description2 It was determined that the main components of the formation of the innovative landscape of the territory for each region should be based on a unique combination of support tools (support package) depending on the set priorities and innovative infrastructure. The theoretical basis for understanding the innovative landscape is considered as a form of partnership interaction between the state, science, education and business within the framework of the concept of sustainable development. Based on the analysis of the theories of local development and examples of the best world experience and practices in involving communities in solving local development issues, it is substantiated that the most effective tool for the development of local communities is the involvement of people in joint activities aimed at achieving public good or benefit for all participants. The defined role of technology transfer in innovative landscapes is to expand the boundaries of the information and network paradigm (establishment of a network society, electronic government, network interaction in society, network education). The task of technology transfer and management of relevant interactions, in contrast to analogues, is determined on the basis of marketing in the context of the development of regions and territories based on the classification of technologies (social, technological, institutional, economic) and the smart selection of various technologies into a certain technological package, which should provide solutions to the territory's problems. A methodological toolkit for assessing the level and conditions of industrial, post-industrial and neo-industrial modernization of the economy of the regions has been developed based on taking into account the quantitative parameters of ecological, economic and social components of sustainable development, which makes it possible to form such technological packages.
