A comprehensive analysis was carried out, the practice of water resources management in foreign countries was generalized, and on this basis, ways to rationalize water use in Ukraine were proposed. The interdependence of the basic factors of anthropogenic impact on the hydrosphere and labor potential was determined, and on this basis, the significant provisions of water use and their role in economic development were substantiated. It was grounded that the mechanism is aimed at reducing the anthropogenic impact on the hydrosphere, improving water quality, and preventing the destruction of natural ecosystems. The economic, environmental, and financial levers of safe water use were defined, and the structure of the network of autonomous automated environmental monitoring stations by combining renewable energy sources was substantiated. The methodological tools for forming the content, principles and elements of the Concept of reducing anthropogenic impact on water resources is proposed. The short-term and long-term outcomes resulting from the Concept’s implementation on the Ukraine’s national economy, the health of its population, and the ecological balance of the environment are determined. Based on the analysis of modern information and measurement technologies, methods and means of processing and transmitting information, renewable energy technologies, structural schemes of autonomous automated monitoring stations were proposed, which provide automatic measurements, collection and wireless transmission of measured information, its storage and reproduction on the site.
