Research methods: systemic and institutional approach, dialectical, formalization, comparison, grouping, analysis and synthesis, economic-mathematical modelling, abstraction, idealization, generalization. The study object is the government financial policy in the system of ensuring economic development. The subject of the study is the theoretical and methodological foundations and institutional mechanisms of formation and implementation of government financial policy as an endogenous tool for regulating macroeconomic dynamics and social development. The authors substantiated the statements on fiscal stimuli and consolidation; the methodological approaches to assess the impact of fiscal instruments on the territories’ social and economic development dynamics have been developed; The above could increase demographic sustainability and improve the quality level of human potential; to secure the public debt, a measuring approach based on the calculation of an integral indicator – considering a risk-management – is proposed. In addition, to achieve price and financial stability, the project’s authors developed scientific provisions on the implementation of monetary policy measures under conditions of the institutional environment’s transformation.
