The object of the research is the conceptual-legal foundations of the functioning of the movement of young firefighters-rescuers in the countries of the world. The subject of the research is the implementation of advanced experience from the European Union and other countries in organizing and functioning of the movement of young firefighters-rescuers into the national legislation of Ukraine. The relevance of the work lies in the continuous improvement of the fire and technological safety system of local communities worldwide, involving volunteers, raising the prestige of the work of rescuers, and instilling a culture of individual and collective safety in children and youth. As a result of the work, an electronic resource "All-Ukrainian Electronic Portal of Young Firefighters-Rescuers," a draft document "Regulations on the Movement of Young Firefighters-Rescuers," and a draft amendment to the Civil Protection Code of Ukraine have been developed. The scope of application of the research results covers a wide range of areas in education, the activities of the State Emergency Service of Ukraine, the improvement of citizen safety in case of emergencies, volunteer activities, social interaction, and youth development.
