The object of the study is the processes of transformation in the Ukrainian economy in the context of the formation of the smart economy in the global ecosystem. The subject of the study is the prerequisites, drivers, tools for building a smart economy in the context of the unfolding challenges of the global ecosystem. Research methods: methods of systematisation and generalisation, structural and functional analysis, comparisons, econometric modelling, statistical analysis in determining the essence and structure of the smart economy phenomenon; current trends and assessment of the smart economy development. The paper summarises the theoretical and methodological foundations of the study of the smart economy, defines the role of smart technologies in the global paradigm of economic development, identifies the prerequisites and imperatives for the formation, forms and levels of manifestation of the smart economy. The international practice of smart cities is analysed, their essential features and principles of organisation are defined, and success factors in global competitive leadership are identified. The positioning of Ukrainian cities by smart criteria is identified. On the basis of a comparative analysis of socio-economic progress at different levels, the conceptual foundations for assessing the development of a smart economy are substantiated. An integrated approach to assessing the development of the smart economy in the global space is proposed. Proposals for restoring Ukraine's economy on the basis of smart development are formulated. The results of the study can be applied in the practice of public administration at the national and municipal levels, in scientific research and in the educational process.
