To clarify the understanding of the specifics of social responsibility of small and medium-sized enterprises, it is necessary to study possible mediation mechanisms among the driving forces of socially responsible business behavior, which are stakeholder groups through the mechanism of resource exchange by business. The scientific novelty of the study consists in the development of theoretical statements, scientific and methodological approaches and practical tools for the formation of social responsibility of small and medium-sized businesses at the national and regional levels. The main trends in the policy of social responsibility of international and domestic companies are identified, among which environmental problems and issues of inclusivity and accessibility are especiallynoted. Five main stages of the evolution of the understanding of social responsibility by domestic business are identified, and it is also emphasized that in the conditions of the crisis phenomena of the beginning of the XXI century, as well as the full-scale invasion of the russian federation into Ukraine, social entrepreneurship, which performs social functions in relation to the least socially protected sections of the population, independently generates its profit and distributes it to satisfy the economic and social needs of society, has become the newest direction of social responsibility of business.
