In this context, the main areas of improvement of the legislative and regulatory framework for the regulation of land relations in the agricultural sector, taking into account the requirements of the EU acquis, are as follows: registration and accounting (land cadastre); land management; land protection; and infrastructure development. Important in the context of the decentralisation reform in Ukraine as a consistent process of implementing administrative, political and fiscal decentralisation, or reforming local self-government and territorial organisation of power, is the fundamental provision that land, movable and immovable property, local budget revenues, other funds, and natural resources owned by territorial communities are recognised as the material and financial basis of local self-government. Proposals have been developed to improve the legislative and regulatory framework for the regulation of land relations in the agricultural sector.
