The subject of the research is the implementation of climate changes and their impact on the efficiency and conditions of agricultural production on the agricultural lands of the Polissia zone with a regulated water regime, as well as adaptive agro melioration and hydrotechnical measures, modern energy-efficient and moisture-regulating (moisture-accumulating) technologies and means of their provision. The purpose of the research is to develop conceptual approaches to ensure the country's food security in the war and post-war period on the basis of increasing the efficiency of the use of reclaimed land in the Polissia region and modern changing conditions and requirements. Research methods – are based on the application of systems theory with the basics of system analysis and modeling in the development of modern approaches to the optimization of the regime, technological, and technical solutions for the creation and functioning of hydro melioration systems in the Polissia zone with ecological and economic principles. The systemic approach includes consideration of hydro melioration systems as complex natural-technical ecological-economic systems; research of their elements, patterns of functioning and development; decomposition of complex goals and tasks of mainly hierarchical nature inherent in such systems; application of the methodology of the descending hierarchy of analysis and the ascending hierarchy of synthesis in the development of predictive and optimization models and methods of their implementation.
