The purpose of the research is to develop methodological support and substantiation of practical recommendations for the formation of a management system for regional heat energy markets. Research methods – theoretical generalization, analysis, synthesis, system analysis, expert evaluation, economic and mathematical modeling, goal programming. The most important results of the research and their novelty: principled models of the organization of regional heat energy markets were developed, which take into account the specific features of heat energy as a product, as well as the features of individual settlements; a methodical approach to justifying thermal energy tariffs was developed, which is based on the principles of cost benchmarking; theoretical provisions on the organization of thermal energy commodity markets were developed, the components of the organizational and economic mechanism of thermal energy trade based on thermal auctions were determined; the system of managing the pricing of heat energy in populated areas was substantiated, which provides for a price dialogue of interested parties and provides an opportunity for consumers to refuse centralized heat supply if it is economically feasible.
