The object of the study is the process of using tools and forming mechanisms for the balanced development of territories, information and communication support for the activities of stakeholders of local economic development, as a system of relations between representatives of local self-government bodies, business circles, and the public regarding the solution of current problems of balanced local development. The subject of the research is conceptual approaches and practical principles of forming tools for ensuring a stable and safe transition to the new administrative system of managing the country's territories in the conditions of overcoming the consequences of the global challenges of modernity and the level of national security of the state. The purpose of the research is the theoretical justification and scientific development of recommendations to local self-government bodies regarding the use of tools and the formation of mechanisms for the balanced development of territories in the conditions of war and overcoming the consequences of the global challenges of today. Research methods – scientific abstraction and concretization in the formation of the conceptual and categorical apparatus of scientific research regarding the management of socio-economic processes and the definition of a complex of tools and mechanisms of balanced territorial development (BRT) in the context of national security of Ukraine; comparative analysis - when summarizing the work of Ukrainian and foreign researchers regarding the importance and expediency of managing local development on the basis of participation; observations, comparisons and analogies in the development of the theoretical and methodological foundations of the formation of the mechanisms of RTD;
