The object of the study is the process of using tools and forming mechanisms for the balanced development of territories, information and communication support for the activities of stakeholders of local economic development, as a system of relations between representatives of local self-government bodies, business circles, and the public regarding the solution of current problems of balanced local development. The subject of the research is conceptual approaches and practical principles of forming tools for ensuring a stable and safe transition to the new administrative system of managing the country's territories in the conditions of overcoming the consequences of the global challenges of modernity and the level of national security of the state. The purpose of the research is the theoretical justification and scientific development of recommendations to local self-government bodies regarding the use of tools and the formation of mechanisms for the balanced development of territories in the conditions of war and overcoming the consequences of the global challenges of today.
