The object of the study is the procurement system for the needs of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine. The subject of the study is the evaluation of the effectiveness of the procurement system for the needs of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine. The purpose (goal) of the work is to develop, based on the generalization of domestic and leading foreign research, a methodology for evaluating the effectiveness of the procurement system for the needs of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine, and practical recommendations for the application of this methodology to increase the effectiveness and efficiency of defense procurement procedures. Research methods - theoretical research: observation, analysis, comparison and generalization, formalization (by building a mathematical model of the procurement system), methods of expert evaluations (when developing and substantiating procurement effectiveness indicators) and factor analysis (for evaluating the effectiveness and efficiency of the procurement system as a whole) , synthesis in the development of scientifically based practical recommendations for increasing the effectiveness of defense procurement. New approaches to the formation and application of criteria and indicators for evaluating the effectiveness of the procurement system are proposed. Formed requirements for the construction of methodical and information bases of assessment. A mechanism for applying the proposed criteria and indicators has been developed on the example of evaluating the effectiveness of the procurement system in the rear area based on centralized payments for the period of the legal regime of martial law.
