The purpose of the study is to develop proposals and recommendations for improving the efficiency of state-owned banks’ participation in national programmes of financing the Ukrainian economy under martial law and post-war economic reconstruction. Research results and their novelty - based on the analysis of strategies, business models and actual parameters of development banks in countries with different income levels and the degree of government intervention in the economy, the best practices for Ukraine were synthesised; - the objective and permanent nature of the process of institutional reform of the development bank is substantiated because of the changing economic needs of society; - proposals for improving the regulatory and legal support for the activities of the state development bank have been prepared; - the justification of the advantages of the state form of ownership for a development bank has been supplemented, based on the current requirements for such an institution, in particular, for the implementation of state policy and ensuring the recovery of the war-torn economy; - the expediency of creating at least two specialised development banks - for the restoration and development of infrastructure and the support of small and medium-sized businesses; - the classification of resource instruments for sustainable financing has been developed with the allocation of thematic bonds as a promising instrument for attracting sustainable financing resources by state-owned banks; - the original organisational structure of the state bank of the universal business model, which takes into account the peculiarities of institutional development of the financial sector of Ukraine, is proposed.
