Object of the research is the Ukrainian Permanent Network of the Global Navigation Satellite System (UPN GNSS). The purpose of the work is to build an optimal infrastructure for creating and Functioning providing of the UPN GNSS Control Center for high order geodetic network for UCS-2000 realization, connection with international coordinate systems, for development and monitoring of the State Geodetic Network, for development, coordinate computation and stability monitoring for the sites positions of the other GNSS networks including RTK providers, for geodetic and topographic support of the Armed Forces of Ukraine. The research method is the study of available tools, analysis, selection and configuration of the optimal structure of the UPN GNSS hardware and software for accumulation, systematization, mathematical processing, adjustment of the UPN GNSS network, to provide results and generate final solutions in the State Geodetic Reference Coordinate System UCS 2000 and other international coordinate systems. The report sets out the main principles and requirements for creating conceptual and logical models of data circulation and data analyzing, requirements for the functionality and software of the UPN GNSS. The results of UPN GNSS system deployment are given. The relevance of the work determined by the necessity of the creating the UPN GNSS, methods of accumulating and processing observation data from the UPN GNSS, forming and distributing uniform coordinates of UPN GNSS points, as the basis of modern geodetic production and topographic-geodetic support. The results of the research expected to be used in the geodetic, topographic and cartographic activities, in the creation and development of geodetic networks, and in the performance of land management activities.
