The aim of the work is the scientific justification and empirical formalization of the existence of functional and temporal, explicit and latent relationships and synergistic effects that characterize the influence of financial, socio-economic determinants and public health factors on the speed of recovery of macroeconomic stability, national security and local community resilience after COVID-19 and their resistance to similar threats in the future. Such methods were used as logical-historical, monographic, bibliometric, statistical analysis, regression modelling on panel data, distributive-lag modelling, multivariate analysis (principal component analysis), cluster analysis, structural modelling. It was determined the factors, which caused vulnerability of the components of national security, macroeconomic stability, and local community resilience to the destructive impact of the COVID-19 pandemic and similar threats that create an abnormal burden on the health care system, as well as the drivers and inhibitors of their post-pandemic recovery were formalized. The temporal relationships of the delayed response to changes in the levels of national security, macroeconomic stability and resilience of communities under the influence of financial, socio-economic determinants and public health factors were formalized.
