The object of the research is the processes of forming inclusive social responsibility. The most significant scientific results of the study and their novelty: ‒ the Institute of Entrepreneurship transformation and its acquisition of the provider-activator function, which involves active socially responsible participation of entrepreneurs and entrepreneurial structures in ensuring sustainable development and strengthening national security, is substantiated by the imperatives of sustainable development and national security; ‒ according to the survey results of the stakeholders of the innovation process, the need for targeted formation of a socially responsible outlook and behavioural paradigm of responsible consumption and regulation based on educational and regulatory tools is established; ‒ the necessity of innovation development intensification on the basis of long-term programmes, innovation-oriented public-private partnerships in order to overcome the inertia of the innovation process is substantiated; ‒ the managerial tools composition of the system-integrated management, which provides for the implementation of incentive and limiting effects on the promotion of sustainable development entrepreneurship, is determined; ‒ the model of security-oriented management of enterprises on the principles of inclusive social responsibility is substantiated.
