The basis of the scientific work is the recognition of the transformative contribution of the role of stakeholders of local economic development in stimulating and ensuring the sustainable economic development of united territorial communities based on the Global Goals of sustainable development in the context of the formation of national economic policy. The methodical and applied aspects of ensuring local economic development are developed, and the features and conditions of application of its individual tools are revealed. The main emphasis is placed on the cooperation potential of territorial communities in terms of the methodology and directions of implementation of the state stimulating policy. The proposed instrument of cooperation in the economic development of united territorial communities deserves special attention, as well as institutional support for the formation and implementation of local economic development policy through territorial development agencies. Features of the functioning of various models of local economic development assistance agencies have been identified, and methodological provisions for designing and implementing their activities in the practical sphere have been developed. New conceptual regulations for the implementation of a set of local economic development tools based on the principles of rational use of the potential of the territorial community have been developed, which include an improved system for substantiating goals, an optimized mechanism for developing a plan for the community's long-term socio-economic development, a developed methodology for evaluating the effectiveness of entrepreneurship in the community as a driving force for local economic development .
