Purpose - to develop proposals for improving military-technical cooperation with foreign countries. Research methods - system analysis, hierarchy analysis, statistical and system analysis using expert methods. The main features and trends in the development of the global arms market are highlighted. A methodology for assessing the state of implementation of the military-technical cooperation policy has been developed, which allows to assess the state of formation and implementation of this policy according to certain complex indicators and criteria. Proposals for improving offset activities in terms of expanding the types of compensation and determining methodological approaches to determining the offset coefficient are presented. A methodology was developed to justify the choice of foreign-made weapons and military equipment for the purchase of their needs for the Armed Forces, taking into account their tactical and technical characteristics, political, economic and military factors. A draft content part of the strategy of military-technical cooperation aimed at meeting the needs of the Armed Forces of Ukraine with imported weapons, military equipment and ammunition and proposals for improving military-technical cooperation with foreign countries were developed. The results of the research can be used in the formation and implementation of the state policy in the field of military-technical support of the military security of the state; in improving the regulatory and legal support for the implementation of military-technical policy and military-technical cooperation.
