Research objective - to develop a comprehensive scientifically and practically justified concept of combating corruption in Ukraine based on the analysis of existing scientific approaches, current domestic and international legislation, and the practice of their implementation, relying on a sectoral approach. During the development of the anti-corruption concept in Ukraine, a complex of various research methods was used, which allowed ensuring its comprehensiveness and justification. The analysis method was used to study literature, normative documents, and statistical reports. Systematic analysis allowed examining corruption as a complex system. The comparative legal method was used through the comparison of anti-corruption strategies and institutional mechanisms of different states. Statistical methods were applied for processing empirical data. The modeling method was used to develop a conceptual model of combating corruption in Ukraine. Key scientific results - a systematic analysis of the potential of digital technologies as measures for implementing innovative solutions for modeling corruption risks. Key channels of misappropriation of humanitarian aid were identified for the first time, and a complex of sectoral anti-corruption measures was developed; the importance of the role of civil society in anti-corruption processes in Ukraine was comprehensively highlighted by defining a wide range of their functions, including good governance, protection of whistleblowers, reform advocacy; changes and additions to update national anti-corruption legislation were developed, the importance of which is determined by the need to adapt the system of criminal law measures to combat corruption to the challenges of today, especially in critically important areas of national security in conditions of armed aggression.
