A model of the administrative-territorial organization of Donetsk and Luhansk regions after de-occupation was built using optimistic and pessimistic scenarios based on the results of identifying the possible capacity of territorial communities using the proposed criteria and their critical values. The triad of effective development of recovery areas (compliance, assessment, synergy) was formed and evaluation stages were incorporated, which made it possible to form methodological recommendations for assessing the socio-economic efficiency of development of recovery areas in conditions of armed conflict/war. The European experience on the development of depressed areas, in particular after an armed conflict/war, is summarized. The pool of scientific and applied proposals for increasing the socio-economic effectiveness/efficiency of the functioning of communities in Luhansk, Donetsk, Kharkiv and Sumy regions under the conditions of martial law and the matrix of possible proposals for increasing their capacity for the temporarily occupied territorial communities of Donetsk and Luhansk regions were substantiated based on the results of the approbation methodical recommendations for evaluating socio-economic results and efficiency of development of such territories and the constructed rating.
