 Object – social policy; subject – approaches, methods and tools for evaluating national social policy; goal – development of a methodology for evaluating national policy as a response to modern global challenges for human development in Ukraine; methods – dialectical and abstract-logical, induction and deduction, scientific generalizations and analogies, system analysis, classification, economic-statistical data analysis, probability statistics, graphic, matrix modeling, linear regression (mathematical modeling of dependence), expert survey; novelty – the latest trends in the development of human capital are determined; assessments of the relevance and impact of global challenges on the population of Ukraine were carried out on the basis of expert surveys, a matrix was built for their two-dimensional assessment; scientific and methodological approaches to the evaluation of social policy from the point of view of socioeconomics are proposed; methodical approaches to social policy evaluation using financial-oriented and impact-oriented approaches are systematized; a one-factor regression model was built to identify the relationship between the level of human development and the degree of digitalization; a medico-demographic matrix for the formation of a model health care budget was developed; a matrix of structural shifts in the professional structure of specialist training by vocational education institutions was built; recommendations on the formation and implementation of national policy aimed at countering global social challenges have been developed; the results of the study can be used for applied research on minimizing and countering social challenges of a global nature, as well as in the activities of state authorities when developing strategic documents, implementing monitoring of social programs and policies.
