The purpose of the research work is to develop ways and means of assessing individual capabilities or groups of civil protection capabilities, their compliance with modern requirements and needs of application, and to substantiate the requirements for the procedure of capability assessment. The study uses a combination of general scientific and special methods, namely: analysis, synthesis, generalisation, abstract and logical method (to determine the content and correlation of the main provisions of the capability assessment), systematic approach (to determine the content and requirements for information to be provided by the object of assessment). The information base of the study includes regulatory documents of the legislative and executive authorities of Ukraine, materials published in professional periodicals and the Internet, in particular on the official websites of the Ukrainian law enforcement agencies. The research work resulted in: review of the requirements and provisions of legislative and regulatory documents of Ukraine and the European Union regarding the procedure for assessing individual capabilities or groups of capabilities and organising its conduct; substantiation and regulation of the procedure (algorithm) for conducting the capability assessment; development of the terms of reference for the development of the national standard and the final version of the draft national BDS and explanatory note to it. Based on the results of the research, a draft DSTU "Safety in Emergency Situations. Civil Protection Capability Assessment. Requirements and Procedure for Conducting it", and relevant conclusions were drawn on further research to improve the assessment of civil protection capacities.
