This phenomenon is a characteristic feature of the modern globalized world and has a significant impact on the independent Ukrainian state, its potential and positioning in the international arena. The globalized world is characterized by transboundariness, which means that restrictive factors on the movement of resources, goods, capital, and ordinary people are reduced. As a result, a global labor market is being formed with constant, intensive and massive movements of human capital. At the same time, the transition to a post-industrial society is increasing the importance of knowledge and information, i.e. intellectual capital, in the modern world. It is this capital that is turning into the main factor that ensures stable and successful development, and its driving forces are becoming the object of competition between states. Accordingly, the scale and importance of interstate movement of intellectual capital holders - specialists and scientists - is growing, as their level of training and professional knowledge make them the most valuable resource of the new world order. Therefore, today the phenomenon of "intellectual migration" is one of the key factors for understanding migration processes and the "landscape" of the world space.
