Abstract constructions have been created by the narrow circle of persons, which don't make political decisions, are capable under certain conditions to influence international politics, change worldviews and influence the behavior of large numbers of people. Transforming individual concepts of academic discourse to the key themes of official narrative isn't a matter of personal preference top-ranking politicians, but rather pursues specific political goals. Stimulating research on a particular subject and focus, integrating the academic discourse is created by the "national school" of international relations theory to a global academic and political environment, helps policymakers to achieve the desired results in foreign policy without the using of force. The actions of the Russian political leadership aimed at promoting the desired model of the world order is an example of the instrumental using the multipolarity concept. Russia's active position on transformation of the world order stimulates fundamental research on this topic. These acts are implemented in various forms of stimulation and support the academic discourse of multipolarity, and eventually turns to the Russian Federation foreign policy resource. The Russian academic discourse the new world order is remain on the periphery of the world discourse. The mention of the concept of multipolarity by Western politicians didn't provoke "global debate" in international relations theory. At the same time, this concept has significance to the formation the new international identity the Russian Federation as "one of the influential centers of the modern world".
