The purpose: the development of theoretical and methodological principles, mechanisms, tools and proposals for selective regulation of the commodity markets development in conditions of instability. Research methods – theoretical generalization, abstract-logical, systemic and structural analysis, induction and deduction, economic and statistical analysis. Scientific novelty: – the theoretical and methodical foundations of selective regulation of commodity market systems have been developed on the basis of reproducible and resilient approaches, which are based on: a) four groups of principles of commodity markets selective regulation; b) methodological approach to selective regulation, which involves a double targeted impact on "growth points" and "gaps" of commodity and financial flows between system sectors and markets through adaptive regulatory mechanisms; – methodological support for the comprehensive evaluation of the commodity markets functioning and regulation on the basis of resilience has been developed, which is based on the resilience concept integration into reproducible, regulatory and balanced approaches and includes the determination of the state (stable / unstable) of the market using groups of non-integrated indicators, as well as an extended market evaluation procedure; – the scientific and applied principles of institutional support for selective regulation of commodity markets (e.i. agri-food markets) in the war and the first post-war periods in the context of the implementation of the tasks of the Recovery Plan of Ukraine under the direction of "New Agrarian Policy" are substantiated; Improved: an information and communication mechanism for the interaction of local authorities with private peasant farms on the dairy market of Ukraine through the formation of a separate structural subdivision in the composition of territorial communities.
