During this phase, the international experience of developing indicators for the Sustainable Development Goals (SDGs) was studied, as well as their potential application for analysing trends and developing a strategy for the development of the general education system in the context of the armed aggression of the russian federation in Ukraine. Throughout the research, the authors examined and analysed the indicator system of Goal 4, which aims to ensure accessible, quality and equitable education for all and to promote lifelong learning opportunities. This analysis was based on criteria such as the level and quality of education, participation rates and international cooperation in education. In addition, the study analyses and justifies the indicators used to assess the effectiveness of using education subsidies to compensate teaching staff in educational institutions for the year 2023. The practical significance of these findings lies in the ability to use SDG 4 indicators to evaluate the strategy for the development of general secondary education in Ukraine, and to conduct comparative analyses with similar indicators from other countries.
